Organizers of surf contest fined with $195 civil penalties


LINCOLN CITY — Two organizers of a big-wave surf contest that went awry last November with traffic jams and a log that bowled over onlookers have agreed to pay $195 each in civil penalties. Gabriel M. Smith and Adam C. Wagner received the fines May 23 after they were cited for holding a special event without a city permit. They could have faced up to $1,000 in fines for the Nov. 29 contest at Canyon Drive Park where police sorted-out a traffic jam with tickets, and several tourists drawn to the scene were rolled by a log.
